[Dhaka, February 15, 2024] Yasir Azman, CEO of Grameenphone, has been elected as the President of the Association of Mobile Telecom Operators of Bangladesh (AMTOB). The association took the decision at its Annual General Meeting (AGM) held at their office in Banani on February 12, 2024. Azman will succeed Erik Aas, CEO of Banglalink, and assume the role for a two-year term, effective from April.
In addition to Yasir Azman's appointment, the board also elected Rajeev Sethi, CEO and Managing Director of Robi Axiata, and Erik Aas, CEO of Banglalink as the Senior Vice President and Vice President respectively. High officials from member companies including Banglalink, Grameenphone, Robi Axiata, Teletalk, as well as associate member companies such as Ericsson and Huawei, actively participated in the AGM.
Upon his appointment, Yasir Azman expressed his gratitude and shared his vision for AMTOB under his stewardship, stating, "I am honored to be entrusted with the responsibility of serving as the President of AMTOB. AMTOB, as a collective voice of the telecommunications industry, plays a pivotal role in accelerating our journey towards a digitally inclusive, sustainable, smart Bangladesh. I hope and believe, together with the regulators and industry stakeholders we will be able to unlock the true and full potential of the industry by catering to the evolving digital needs of the customers and contribute to foster a thriving ecosystem that benefits the industry and the nation. [ঢাকা, ফেব্রুয়ারি ১৫, ২০২৪] গ্রামীণফোনের চিফ এক্সিকিউটিভ অফিসার (সিইও), ইয়াসির আজমান, এসোসিয়েশন অব মোবাইল টেলিকম অপারেটরস অব বাংলাদেশ (এমটব) -এর প্রেসিডেন্ট নির্বাচিত হয়েছেন । গত ১২ ফেব্রুয়ারি রাজধানীর বনানীতে অবস্থিত সংগঠনটির কার্যালয়ে অনুষ্ঠিত বার্ষিক সাধারণ সভায় (এজিএম) এ সিদ্ধান্ত নেয়া হয়। তিনি বাংলালিংকের সিইও এরিক অসের স্থলাভিষিক্ত হলেন এবং আগামী এপ্রিল থেকে দুই বছরের জন্য দায়িত্ব গ্রহণ করবেন।
টেলিকম অপারেটরদের এ সংগঠনের নতুন বোর্ডে রবি আজিয়াটার সিইও এবং ম্যানেজিং ডিরেক্টর রাজীব শেঠি এবং বাংলালিংকের সিইও এরিক অস যথাক্রমে সিনিয়র ভাইস প্রেসিডেন্ট ও ভাইস প্রেসিডেন্ট নির্বাচিত হয়েছেন। এজিএমে সক্রিয়ভাবে অংশ নেন বাংলালিংক, গ্রামীণফোন, রবি আজিয়াটা ও টেলিটকসহ সহযোগী সদস্য কোম্পানি এরিকসন ও হুয়াওয়ের উচ্চপদস্থ কর্মকর্তারা।
প্রেসিডেন্ট হিসেবে নির্বাচিত হওয়ায় কৃতজ্ঞতা প্রকাশ করেন ইয়াসির আজমান। নতুন এ দায়িত্ব পালনকালে এমটব নিয়ে নিজের লক্ষ্য তুলে ধরে তিনি বলেন, “এমটবের প্রেসিডেন্টের দায়িত্ব দিয়ে আমার প্রতি আস্থা রাখায় আমি সম্মানিত বোধ করছি। টেলিযোগাযোগ খাতের একটি সম্মিলিত প্ল্যাটফর্ম হিসেবে কাজ করছে এমটব। ডিজিটাল অন্তর্ভুক্তিমূলক ও টেকসই স্মার্ট বাংলাদেশের দিকে আমাদের অগ্রযাত্রাকে ত্বরান্বিত করতে বিশেষ ভূমিকা পালন করছে সংগঠনটি। আমি বিশ্বাস করি, নিয়ন্ত্রক সংস্থা এবং ইন্ডাস্ট্রি স্টেকহোল্ডারদের সাথে নিয়ে আমরা গ্রাহকদের পরিবর্তনশীল ডিজিটাল চাহিদা পূরণ এবং একইসঙ্গে জাতীয় ও এই খাতের অগ্রগতির মাধ্যমে একটি সমৃদ্ধিশীল ইকোসিস্টেম গড়ে তুলব যা এই খাতের প্রকৃত ও পূর্ণ সম্ভাবনাকে উন্মোচন করতে সক্ষম হবে। উদ্ভাবনে উৎসাহ দেয়া, যোগাযোগ সক্ষমতা বৃদ্ধি ও আর্থ-সামাজিক উন্নতিতে অবদান রাখার লক্ষ্যে একসাথে কাজ করবো আমরা।”
মোবাইল টেলিকম খাতের প্রবৃদ্ধি ও অগ্রগতির মাধ্যমে দেশের সার্বিক উন্নয়ন ত্বরান্বিত করার লক্ষ্যে নবনির্বাচিত প্রেসিডেন্ট এবং বোর্ড সদস্যরা তাদের দক্ষতা ও নেতৃত্বের সক্ষমতা কাজে লাগাবেন বলে প্রত্যাশা এমটবের।
টেলিকম খাতের কর ব্যবস্থা ও ইকোসিস্টেম ব্যবসা-বান্ধব করার আহ্বান জানিয়েছে এই খাতের নীতি-নির্ধারক ও প্রতিনিধিরা। সবার সঙ্গে আলাপ-আলোচনার মাধ্যমে এ খাত সংশ্লিষ্ট সমস্যাগুলো চিহ্নিত করে সে অনুযায়ী কাজ করার পরামর্শ দেন তারা।
আজ (বুধবার) রাজধানীর একটি হোটেলে এমটব (এসোসিয়েশন অব মোবাইল টেলিকম অপারেটরস অব বাংলাদেশের) ও বিআইজিএফ (বাংলাদেশ ইন্টারনেট গভরনেন্স ফোরাম) আয়োজিত টেলিকম ট্যাক্স পলিসি ও ইকোসিস্টেম নিয়ে এক পলিসি ডায়লগে বক্তারা এ কথা বলেন।
অনুষ্ঠানে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন ডাক ও টেলিযোগাযোগ মন্ত্রী মোস্তাফা জব্বার। অনুষ্ঠানটি সভাপতিত্ব ও সঞ্চালনা করেন বিআইজিএফের চেয়ারপার্সন ও তথ্য ও সম্প্রচার মন্ত্রণালয় সংক্রান্ত সংসদীয় স্থায়ী কমিটির চেয়ারম্যান হাসানুল হক ইনু, এমপি।
অনুষ্ঠানে ডাক ও টেলিযোগাযোগ মন্ত্রী মোস্তাফা জব্বার বলেন, “আমাদের তরুণরা এখন ইন্টারনেট ভিত্তিক ব্যবসা করছে। ডিজিটাল কানেক্টিভিটির অনেক সুবিধা রয়েছে। এ বিষয়ে আমি একমত যে উচ্চ কর দীর্ঘদিন ধরে একটি সমস্যার কারণ হয়ে দাঁড়িয়েছে। আমি মনে করি, আমরা এনবিআর এর কাছে টেলিযোগাযোগ খাতে উচ্চ করের প্রভাবের বিষয়টি সঠিকভাবে তুলে ধরতে পারিনি। আমাদের ডিজিটাল অন্তর্ভুক্তির বিষয়ে চিন্তা করতে হবে, যেখানে যৌক্তিক হারে কর নির্ধারণের দিকে নজর দেওয়া দরকার।”
অনুষ্ঠানে হাসানুল হক ইনু বলেন, “বাংলাদেশে টেলিকম খাতে কর খুব বেশি। এ খাতের প্রতিষ্ঠানগুলো সরকারের কোষাগারে অনেক অর্থ দিচ্ছে, তাহলে তাদের শাস্তি দেওয়া হচ্ছে কেন? ট্যাক্স কমানো হলে সরকারের কোন ক্ষতি নেই, কারণ এতে পরোক্ষভাবে সরকারের আয় বাড়ে। মোবাইল খাতে করপোরেট ও ন্যূনতম টার্নওভার কর কমিয়ে অন্যান্য শিল্প খাতের সঙ্গে সঙ্গতিপূর্ণ করা উচিত।”
হাসানুল হক ইনু আরও বলেন, “তামাক খাতের মতো ক্ষতিকর খাতে টার্নওভার ট্যাক্স যেখানে ১% সেখানে মোবাইল শিল্পে এই ট্যাক্স ২%, যা অবিবেচনাপ্রসূত। এটা ১% এর নিচে নামিয়ে আনা দরকার।”
তিনি বলেন, “ডিজিটাল বাংলাদেশ গড়ে তোলার ক্ষেত্রে ইন্টারনেটের ওপর যে ভ্যাট রয়েছে তা তুলে দেওয়া দরকার। সরকার এ থেকে কতই বা আয় করে? আধুনিক জীবনে তথ্য সবেচেয়ে গুরুত্বপূর্ণ বিষয়গুলোর একটি এবং মোবাইল খাত হলো এই তথ্য আদান প্রদানসহ সকল ধরনের অর্থনৈতিক কর্মকাণ্ডের প্রধানতম বাহন। গ্রাহকদের সেবা প্রদানের কথা বিবেচনায় রেখে এই খাতকে আরও কীভাবে জনবান্ধব করা যায় তা নিশ্চিত করারও আহ্বান জানান তিনি।”
পলিসি ডায়ালগে টেলিকম করনীতি ও টেলিকম ইকোসিস্টেম নিয়ে দুইটি প্রবন্ধ উপস্থাপন করেন যথাক্রমে রবি আজিয়াটার চিফ করপোরেট অ্যান্ড রেগুলেটরি অ্যাফেয়ার্স অফিসার শাহেদ আলম এবং এরিকসনের মালয়েশিয়া, বাংলাদেশ, শ্রীলংকার হেড অব নেটওয়ার্ক সল্যুশন এবং এরিকসন বাংলাদেশের কান্ট্রি ম্যানেজার আবদুস সালাম।
অনুষ্ঠানে বিশেষ অতিথির বক্তব্যে ডাক ও টেলিযোগাযোগ সচিব মো. খলিলুর রহমান বলেন, “টেলিকম খাতকে সামনে এগিয়ে নিতে আমাদের বেশ কিছু পদক্ষেপ নিতে হবে। আমি মনে করি, কিছু কর যৌক্তিক করা দরকার। ট্যাক্স সংক্রান্ত সমস্যাগুলো সমাধানের মাধ্যমে প্রান্তিক গ্রাহকদের সুবিধা নিশ্চিত করতে বিভিন্ন বিষয় নিয়ে আমি এনবিআরের সাথে আলোচনা করব।”
অনুষ্ঠানের বিশেষ অতিথি বিটিআরসি’র চেয়ারম্যান শ্যাম সুন্দর সিকদার বলেন, "দেশ বিদেশের সকল সেবাদাতা প্রতিষ্ঠান যেন সঠিকভাবে তাদের কর্মকাণ্ড পরিচালনা করতে পারে তার জন্য প্রয়োজনীয় নীতিমালা অনুসরণ করেই তাদের ব্যবসা করার সুযোগ করে দেওয়া হয়। টেলিকম খাত শুধু সেবা প্রদানই নয়, দেশের প্রবৃদ্ধিতেও অত্যন্ত গুরুত্বপূর্ণ অবদান রেখে চলেছে। তাই তাদের প্রতি আমাদের ইতিবাচক মনোভাব সবসময়ই বজায় থাকবে। তাদের সঙ্গে আলোচনার মাধ্যমেই আমরা বিভিন্ন নীতিগত সিদ্ধান্ত নিয়ে থাকি।"
রবির ভারপ্রাপ্ত প্রধান নির্বাহী কর্মকর্তা ও সিএফও এম. রিয়াজ রাশিদ বলেন মার্কেটে যত বেশি প্লেয়ার থাকবে অপারেটরদের কাজের দক্ষতা তত বেশি কমবে। আর শেষ পর্যন্ত এর প্রভাব গিয়ে পড়বে গ্রাহকদের উপর কারণ এতে সেবা প্রদানের ব্যয় বেড়ে যায়। তিনি বিষয়টির উপর নজর দেওয়ার জন্য নীতি নির্ধারকদের মনোযোগ দেওয়ার অনুরোধ করেন।
মূল প্রবন্ধে শাহেদ আলম বলেন, “আমাদের প্রতিবেশী দেশের সাথে তুলনা করলে দেখা যায় যে, বাংলাদেশের মোবাইল খাতের কর তুলনামূলকভাবে বেশি।” তিনি আরও বলেন, “অপারেটরদের বিনিয়োগের বিপরীতে রিটার্ন সন্তোষজনক নয়। একদিকে অপারেটরদের গ্রাহকপ্রতি গড় আয় কম অন্যদিকে মোবাইল ভয়েস ও মোবাইল ইন্টারনেটের মূল্য বিশ্বের অন্যান্য দেশের চেয়ে কম। আমরা আরও নতুন ধরনের সাশ্রয়ী সেবা প্রদান করতে চাই। কিন্তু সেবাদাতাদের যদি করের ভারে জর্জরিত করা হয় তাহলে তাদের টিকে থাকাই কঠিন হয়ে যায়। আমরা এই খাতে যৌক্তিক হারে করারোপের দাবি জানাই। আমাদের মনে রাখা দরকার যে দেশের ৪৫ শতাংশ লোক নেটওয়ার্ক থাকা সত্ত্বেও এখনও মোবাইল ব্যবহার করতে পারে না।”
প্রবন্ধ উপস্থাপনের সময় আবদুস সালাম বলেন, “দেশের নেটওয়ার্ক ক্রমশই বিকশিত হচ্ছে, পাশাপাশি নানা রকম সেবাও আমাদের দৈনন্দিন জীবন ও শিল্প প্রতিষ্ঠানের সঙ্গে যুক্ত হচ্ছে। অটোমেশন, আর্টিফিশিয়াল ইন্টেলিজেন্স বা মেশিন লার্নিং ইত্যাদি আমাদের এন্ড-টু-এন্ড সেবা প্রদানকে সহজ করে তুলছে। বাংলাদেশের টেলিকম ইকোসিস্টেমে অনেক বেশি সংখ্যক প্লেয়ার বা প্রতিষ্ঠান রয়েছে, যেমন নিয়ন্ত্রক, এমএনও, এনটিটিএন, টাওয়ারকো, গেটওয়ে প্রদানকারী, অ্যাকাডেমিয়া, অ্যাপ ডেভেলপমেন্ট কমিউনিটি ও আরও অনেকে। এদের যে কোন একটিকেও বাদ দিলে এই খাতের বিকাশ সম্ভব হবে না। ভবিষ্যৎ নেটওয়ার্ক ও সেবার জন্য সরকার এই শিল্পের সবার সঙ্গে বিশদভাবে আলোচনার ভিত্তিতে সিদ্ধান্ত নিতে পারে, যা বাংলাদেশে এই ইকোসিস্টেমের বিকাশে সহায়ক ভূমিকা রাখবে।”
বাংলালিংকের চিফ করপোরেট অ্যান্ড রেগুলেটরি অ্যাফেয়ার্স অফিসার তাইমুর রহমান, "সরকারের 'ডিজিটাল বাংলাদেশ' রূপকল্প বাস্তবায়নে টেলিকম অপারেটররা প্রধানতম সহযোগী হিসেবে কাজ করছে। করের ভার এবং অন্যান্য অনেক চ্যালেঞ্জে থাকা সত্ত্বেও আমরা কোটি কোটি গ্রাহকদের সেবা দিয়ে আসছি। আমরা সরকারের ভ্যাকসিন এবং বায়োমেট্রিক রেজিস্ট্রেশন প্রক্রিয়ার অংশীদার হতে পেরে গর্বিত। এখনও অনেক পথ যেতে হবে, কিন্তু আমরা জেনে খুশি যে সরকার লং ডিসট্যান্স টেলিকম নীতি নিয়ে কাজ করছে। আমাদের ডিজিটাল ইকোসিস্টেমকে শক্তিশালী করার পাশাপাশি এটি আমাদের আরও উৎকৃষ্ট সেবা দিতে সাহায্য করবে।"
এ নিয়ে গ্রামীণফোনের অ্যাক্টিং সিসিএও হোসেন সাদাত বলেন, “আমরা উচ্চ কর সমস্যা সমাধানের জন্য নীতিনির্ধারকদের দৃষ্টি আকর্ষণ করার চেষ্টা করেছি। আমাদের প্রতি বছর বিপুল বিনিয়োগ করতে হয়। ২০৪১ সালের মধ্যে উন্নত বাংলাদেশ এর লক্ষ্য অর্জনের জন্য, আমাদের খুব শিগগিরই টেলিকম খাতের ট্যাক্স ব্যবস্থার বিষয়টি নিয়ে কাজ করতে হবে। আমাদের অযৌক্তিক করের বৈষম্য দূর করতে হবে। ভালো ইন্ডাস্ট্রিগুলোতে করের পরিমাণ কম হওয়া উচিৎ। তৃণমূল স্তরে ডিজিটাল অন্তর্ভুক্তির জন্য, আমাদের কর যৌক্তিকীকরণ করতে হবে।”
আলোচনা অনুষ্ঠানে বক্তব্য প্রদান করেন বিটিআরসি’র স্পেকট্রাম বিভাগের মহাপরিচালক ব্রিগেডিয়ার জেনারেল মোহাম্মদ মনিরুজ্জামান জুয়েল, রবির ভারপ্রাপ্ত প্রধান নির্বাহী কর্মকর্তা ও সিএফও এম. রিয়াজ রাশিদ, ফাইবার এট হোমের চিফ টেকনোলজি অফিসার সুমন আহমেদ সাবির প্রমুখ। অনুষ্ঠানটি সফলভাবে শেষ করার জন্য সবার প্রতি কৃতজ্ঞতা জ্ঞাপন করেন এমটব মহাসচিব ব্রিগেডিয়ার জেনারেল এস এম ফরহাদ (অব.)।
Policymakers and representatives of the telecom sector have called for making the tax policy and the ecosystem business-friendly. They suggested identifying the issues related to the sector through consultations with the stakeholders and acting accordingly.
They said this at a policy dialogue on telecom tax policy and ecosystem organized by AMTOB (Association of Mobile Telecom Operators of Bangladesh) and BIGF (Bangladesh Internet Governance Forum) at a hotel in the capital on Wednesday.
Posts and Telecommunications Minister Mustafa Jabbar was present as the Chief Guest at the discussion. Hasanul Haq Inu, MP, Chairperson of BIGF and Chairman of the Parliamentary Standing Committee on the Ministry of Information and broadcasting, presided over the function.
Mustafa Jabbar said "Our youngsters are now running online enterprises. This is one of the advantages of having access to the internet. However, I agree that excessive taxes have been a long-standing concern. I think we were failed to convince NBR about the negative impact of high taxes on telecoms. we need to think about digital civilisation where rational taxation needs to be addressed.” Telecom Ministry will meet with the tax regulator to examine all of these concerns, he told.
Hasanul Haq Inu stated that levies in Bangladesh’s telecom industry are extremely high. Why are they being penalized when they contribute a lot of money to the treasury? Reducing taxes has no negative consequences for the government because it boosts revenue indirectly. The mobile industry’s corporate tax and minimum turnover tax should be decreased and made compatible with other industries.
Hasanul Haq Inu further said that while the turnover tax imposed on harmful sectors like the tobacco sector is 1%, it is 2% in the mobile industry. This is ill-judged and needs to be brought down to less than 1%.
“In order to build a Digital Bangladesh, the VAT on the internet needs to be lifted. How much does the government earn from this? Information is one of the most important issues in modern life, and the mobile sector is the main vehicle for all kinds of economic activities. He called for making the sector more people-oriented considering better service to the customers”, he said.
Senior officials of BTRC and the mobile sector spoke in the policy dialogue. Robi Axiata’s Chief Corporate and Regulatory Affairs Officer Shahed Alam and Ericsson’s Malaysia, Bangladesh, Sri Lanka’s Head of Network Solutions and Ericsson Bangladesh’s Country Manager Abdus Salam presented two keynotes on telecom policy and telecom ecosystem, respectively.
Khalilur Rahman, PTD Secretary who was present at the event as Special Guest said “We have take some steps to further grow the telecom industry. I am convinced that some tax needs to rationalised. I will discuss with NBR to address tax issues that hits customers bottom of the pyramid.”
The event’s another special guest, BTRC Chairman Shyam Sunder Sikder, said “We pursue the appropriate procedures to facilitate local and foreign enterprises to conduct their business in Bangladesh. The telecom sector not only provides services but also contributes to the country’s economic growth. As a result, our favorable attitudes toward them will always continue. We make decisions after consulting with the operators”.
M. Riyaaz Rasheed, Acting Chief Executive Officer and CFO of Robi said that the more players there are in the market, the lower the work efficiency of the operators. And in the end, it will have an impact on customers because it will increase the cost of providing services. He urged policymakers to pay attention to the issue.
“Comparing to our neighboring nations, the tax on Bangladesh’s mobile sector is considerably higher,” Shahed Alam remarked in his keynote. “However, the operators’ return on investment is insufficient. On the one hand, the operators’ average income per user is lower, while the cost of mobile voice and mobile internet is one of the lowest in the world. We intend to offer a variety of new forms of low-cost services. Taxes, on the other hand, make it harder for service providers to sustain. In this industry, we seek a logical tax rate. We must bear in mind that despite having access to the network, 45 percent of the country’s population is still unable to use mobile phones”, he added.
In the other keynote, Abdus Salam said “Network capabilities are evolving, services are being developed and adopted in our lifestyle and across the industries. Automation, Artificial Intelligence/Machine Learning capabilities allow us to orchestrate the end-to-end service creation with ease. In the Bangladesh context, we have a higher number of ecosystem players to coordinate and evolve together, like the regulators, MNO, NTTN, Towercos, gateway providers, academia and app development community, and many others. Our industry cannot evolve without the involvement of a single ecosystem partner. Govt can facilitate the industry discussion on details of the ecosystem of future networks and services. So, the ecosystem can be more effective and simpler to evolve in Bangladesh”.
Taimur Rahman, Chief Corporate & Regulatory Affairs Officer, Banglalink, said, "Telecom operators are among the major contributors to the materialization of the Government's 'Digital Bangladesh' vision. We have been serving millions of customers despite carrying a heavy tax burden and facing many other challenges. However, we are proud to be the Government's partner in its successful vaccine and biometric registration drives. There is still a long way to go, but we are happy to know that the Government is working on the IDLTS policy. Along with strengthening our digital ecosystem, it will help us provide better services."
Grameenphone CCAO (Acting) Hossain Sadat said, “We have tried to draw our attention to policymakers to address the high tax issue. We have to invest huge CAPEX investments every year. To achieve the goal 2041 Bangladesh, we need to immediately address taxation in the telecom sector. We need to remove irrational tax disparity. The good industry should be lower-taxed. For digital inclusion to the grass-root level, we need to tax rationalization.”
Brig. Gen. Mohammad Moniruzzaman Jewel, Director General of Spectrum Division of BTRC; M. Riyaaz Rasheed, Acting Chief Executive Officer and CFO of Robi; and Sumon Ahmed Sabir, Chief Technology Officer of Fiber at Home also spoke at the event. AMTOB Secretary General Brig Gen SM Farhad (Retd.) expressed his gratitude to everybody for making the event successful.

গত ২৫ আগস্ট এক ভার্চুয়াল সভায় এমটব বোর্ড সদস্যরা রবির ভারপ্রাপ্ত প্রধান নির্বাহী কর্মকর্তা এবং চিফ ফিনান্সিয়াল অফিসার এম রিয়াজ রাশিদকে বোর্ডের পরিচালক হিসেবে স্বাগত জানানোর পাশাপাশি মাহতাব উদ্দিন আহমেদকে ধন্যবাদ জানান।

এমটব-এর সহ-সভাপতি ইয়াসির আজমান বলেন, "টেলিকমিউনিকেশন খাতের একটি সম্মিলিত কণ্ঠ হচ্ছে এমটব, যা এই খাতের বৃহত্তর স্বার্থ ও দেশের মানুষের ডিজিটালাইজেশনের ক্ষেত্রে গুরুত্বপূর্ণ ভূমিকা পালন করছে। আমি আশা ও বিশ্বাস করি, এই খাতের নিয়ন্ত্রকদের সাথে কাজ করে আমরা বিরাজমান সমস্যাগুলি চিহ্নিত করতে ও ডিজিটাল বাংলাদেশ বাস্তবায়নের এই যাত্রাকে ত্বরান্বিত করতে অবদান রাখতে পারব।"

The Association of Mobile Telecom Operators of Bangladesh (AMTOB) has elected Banglalink Chief Executive Officer Erik Aas as its President following AMTOB's outgoing President Mahtab Uddin Ahmed’s decision to part with Robi for the current tenure until March 2022.
The meeting also welcomed Robi Acting CEO and Chief Financial Officer Riyaaz Rasheed as a director of the board and thanked Mahtab Uddin Ahmed. The Association’s virtual board meeting took place on August 25, 2021.
Erik Aas, President, AMTOB said, "The telecommunications industry is a key contributor to the digitalization and development of the country's overall infrastructure. AMTOB will continue working with the Government, regulators, policy-makers and many other stakeholders to ensure further developments of the country and our industry. We will continue addressing the opportunities and challenges for further growth of the country's digital landscape, economy and people's livelihoods.
AMTOB Vice-President Yasir Azman said, "AMTOB as a collective voice of the telecommunications industry plays a pivotal role for the greater interest of the industry and citizens digitalization needs. I hope and believe, together with the regulators, we will be able to address prevailing challenges and contribute to accelerating our journey towards a digitally empowered Bangladesh."
AMTOB’s Director, Riyaaz Rasheed congratulated Erik on becoming the President of AMTOB. He felt that the industry has been awaiting some long pending policy decisions to put it on sustainable track. Riyaaz expressed his eagerness to work with AMTOB under Erik’s leadership to facilitate favourable changes in the interest of country’s digital transformation journey.
About AMTOB
AMTOB is a national trade association representing all Mobile Telecom Operators in Bangladesh including Banglalink, Citycell, Grameenphone, Robi and Teletalk. The five Mobile Network Operators are the General Members of the association and Mobile Network Solution providers Ericsson, Huawei and Nokia are its Associate Members.
AMTOB has emerged as the official voice of the Bangladesh mobile telecom industry to interact with relevant government agencies, regulators financial institutions, civil society, technical bodies, media and other national and international organizations. It provides a forum to discuss and exchange ideas between the stakeholders and industry actors for the development of mobile telecom industry through public private dialogue.
The Association, on behalf of the mobile telecom sector, has been playing a lead role in partnering with the government in realizing Digital Bangladesh objectives.
AMTOB has been at the forefront in upholding the image of the industry among its stakeholders and consumers. It regularly communicates with policy makers and industry think-tanks on the contribution of the sector for socio-economic development of the country. The association also plays a key role in enabling the inflow of Foreign Direct Investment (FDI) in the sector.
Mobile telecom industry is one of the largest employers of the country. The sector is also the biggest source of government's tax revenue.
Short bio
Erik Aas: Mr. Erik Aas has been serving in a leadership role in the telecommunications sector of the emerging market for a very long time. He has gained experience internationally under Telenor Group from 1997 to 2007 and has served as a Senior Executive in different operations. He played a significant role as the CEO of Grameenphone. During his tenure, Grameenphone went on to a 15 million subscriber base from a mere 2 million in just 34 months, rendering the company into the leadership position in the market. After that he worked as the CEO of PT.Axis Telecom from 2007 to 2014. He converted the brand from a Greenfield operator to a company.
Yasir Azman: Mr. Yasir Azman was appointed as Chief Executive Officer (CEO) from 01 February 2020. Prior to that, he served as Deputy Chief Executive Officer (DCEO) from 26 May 2017. He also served as Chief Marketing Officer (CMO) from 15 June 2015. Mr. Azman is an experienced professional with vast international experience in multiple countries and cultures. Before joining as CMO Grameenphone, Mr. Azman served as Telenor Group’s Head of Distribution & eBusiness and worked across all Telenor Operations. He has also worked in Telenor India operations as EVP & Circle Business Head for Orissa and Karnataka circles during 2010-2012.
M Riyaaz Rasheed: In a career experience spanning over 28 years, M Riyaaz Rasheed counts 25 years in mobile telecommunications, working for subsidiaries of multinational corporations like Millicom International Cellular SA of Luxemburg (Millicom), Emirates Telecommunication Group Company (Etisalat) and CK Hutchison Group (Hutchison).
Riyaaz started his professional career at Ernst & Young and his last assignment prior to joining Robi was as the Deputy Chief Executive Officer at Hutchison Telecommunications, Sri Lanka. Prior to Hutchison Telecommunications, Riyaaz also served Etisalat in Sri Lanka as its Deputy CEO/Chief Financial Officer. He has also served as the Chief Financial Officer of Celltel Lanka Limited and Tigo Lanka Private Limited in Sri Lanka. Riyaaz has also worked in the Sri Lankan conglomerate, Hayleys Group of Companies prior to venturing into mobile telecommunications.
দেশের আর্থ-সামাজিক উন্নয়নে টেলিযোগাযোগ শিল্পের সর্বাত্মক ভূমিকা থাকা সত্ত্বেও প্রস্তাবিত বাজেটে এই শিল্পের কোন সুপারিশই মূল্যায়ন করা হয়নি যা দুঃখজনক। আজ (জুন ৮) বাজেট পরবর্তী এক ভার্চুয়াল সংবাদ সম্মেলনে এ মন্তব্য করেন এমটব-এর নেতৃবৃন্দ। তারা সরকারকে টেলিযোগাযোগ খাতের সুপারিশগুলো পুনর্বিবেচনার আহ্বান জানান।
প্রতিনিয়ত টেলিযোগাযোগ শিল্প বিভিন্ন প্রতিবন্ধকতার সম্মুখীন হওয়ার কথা উল্লেখ করে এমটবের সেক্রেটারি জেনারেল ব্রিগেডিয়ার জেনারেল এস এম ফরহাদ (অবঃ) বলেন, “২০১৯ সালে মোবাইল বাজারের রাজস্ব ছিল দেশের জিডিপির ১ দশমিক ১ শতাংশ এবং এই খাতটির কর ও ফি প্রদানের পরিমাণ ছিল মোট সরকারি কর রাজস্বের প্রায় ৪ দশমিক ৪ শতাংশ। তার মানে অর্থনীতিতে মোবাইল খাত সংশ্লিষ্ট করের অবদান এর আকারের ৪ দশমিক ২ গুণ।
এস এম ফরহাদ আরো বলেন, “মোবাইল কাভারেজের বিস্তৃতি সত্ত্বেও বাংলাদেশের জনসংখ্যার প্রায় অর্ধেক (একক গ্রাহক হার ৪৬ শতাংশ) এখনো মোবাইল নেটওয়ার্কের সাথে যুক্ত হতে পারেননি। তাই ডিজিটাল অন্তর্ভূক্তির অন্যতম শর্ত হচ্ছে মোবাইল খাতে কর কাঠামোর সংস্কার। ইন্টারন্যাশনাল টেলিকমিউনিকেশন ইউনিয়ন (আইটিইউ)-এর মতে, উন্নয়নশীল দেশগুলোতে মোবাইল ব্রডব্যান্ডের ব্যবহার ১০ শতাংশ বাড়লে মাথাপিছু জিডিপি বাড়বে ২ দশমিক ৪৩ শতাংশ। সুতরাং করের মাত্রা কমিয়ে জিডিপির প্রবৃদ্ধিকে সহজেই ত্বরান্বিত করতে পারে সরকার।”
মোবাইল খাতে কর যৌক্তিকতার দাবিগুলোর কয়েকটি:
বাংলালিংক-এর চিফ কর্পোরেট অ্যান্ড রেগুলেটরি অ্যাফেয়ার্স অফিসার তাইমুর রহমান বলেন,“টেলিকম অপারেটরদের যুক্তিসঙ্গত কয়েকটি দাবি প্রস্তাবিত বাজেটে বিবেচিত না হওয়ায় আমরা আশাহত হয়েছি। এই বিষয়গুলির উপরে নজর দেওয়া হলে মোবাইল ফোন গ্রাহকরা আরও বেশি সুবিধা পেতেন। টেলিকম খাতে করের হার বাস্তবসম্মতভাবে কমানো হলে আমাদের বিনিয়োগকারীরা অবশ্যই এখানে বিনিয়োগ করতে উৎসাহিত হবে। বৈদেশিক বিনিয়োগের দৃষ্টিকোণ থেকে বিষয়টি খুবই গুরুত্বপূর্ণ। আমরা এখনও আশাবাদী যে, কর্তৃপক্ষ এমন একটি কাঠামো তৈরি করবে, যা গ্রাহকদের সাশ্রয়ী মূল্যে উন্নত ডিজিটাল সেবা প্রদানের ক্ষেত্রে সহায়ক হবে।”
গ্রামীণফোনের ডিরেক্টর এবং হেড অব পাবলিক অ্যান্ড রেগুলেটরি অ্যাফেয়ার্স হোসেন সাদাত বলেন, “কোভিড-১৯ মহামারিতে টেলিযোগাযোগ খাতকে জরুরি সেবা হিসেবে ঘোষণা দেয়া হয়েছিল। এটি সবাইকে সবসময় যোগাযোগের আওতায় রাখতে গুরুত্বপূর্ণ আবদান রাখছে। ডিজিটাইজেশনের যাত্রা ত্বরান্বিত করার জন্য আমাদেরকে একটি গুরুত্বপূর্ণ অনুষঙ্গ হিসেবে বিবেচনা করা হচ্ছে। আমরা প্রতিনিয়ত আমাদের কার্যক্রম সম্প্রসারিত করছি এবং বিচ্ছিন্ন জনগোষ্ঠীকে নেটওয়ার্কে সংযুক্ত করছি। আমাদের বিশ্বাস, কর ব্যবস্থাকে যৌক্তিক পর্যায়ে ঢেলে সাজালে ডিজিটাল যাত্রা আরো গতিশীল হবে এবং রাষ্ট্রীয় কোষাগারে আমাদের অবদান আরো সমৃদ্ধ হবে।”
রবি’র চিফ কর্পোরেট অ্যান্ড রেগুলেটরি অফিসার সাহেদ আলম বলেন, “আমাদের দাবিগুলো সামগ্রিক বিশ্লেষণের ভিত্তিতে উত্থাপন করা সত্ত্বেও একটি শিল্প হিসেবে প্রতি বাজেটেই আমরা বঞ্চিত হচ্ছি। এ পরিপ্রেক্ষিতে আমরা সরকারকে অনুরোধ করবো এই খাতের কর কাঠামো নিয়ে একটি বিশদ গবেষণা পরিচালনা করার। এতে পারস্পরিক ও আন্তরিক আলোচনার মাধ্যমে একটি সিদ্ধান্তে পৌঁছানো সহজ হবে। এর ফলে দেশের ডিজিটাল সম্ভাবনা আরো বিকশিত হবে।”
In view of the all-encompassing role played by the telecom industry in the country’s socio-economic development, it was very sad to note that none of the industry’s recommendations have been addressed in the proposed budget. Speaking at the virtual post-budget press briefing today, AMTOB leaders made these remarks. They urged the government to reconsider the recommendations of the industry.
Elaborating on the predicaments faced by the telecom industry, AMTOB Secretary General Brig Gen S M Farhad (Retd.) highlighted that while mobile market revenue accounted for 1.1% of the country’s GDP in 2019, the sector’s tax and fee payments accounted for around 4.4% of total government tax revenue. This means that the mobile tax contribution is 4.2 times its size in the economy.
Brig Gen S M Farhad (Retd.) said, “Despite the expansion of mobile coverage, about half of Bangladesh’s population (46% unique-subscriber penetration) remains unconnected to the mobile network. Reforming mobile taxation is therefore key to accelerating digital inclusion. According to International Telecommunication Union (ITU), 10% increase in mobile broadband penetration would yield 2.43% increase in GDP per capita in the developing countries. Therefore, the Government can easily catalyze GDP growth by lowering the taxation structure.”
Following are some of the issues that the mobile sector has been demanding:
Speaking at press meet Taimur Rahman, Chief Corporate & Regulatory Affairs Officer, Banglalink said, "We are disappointed to see that our reasonable demand for a few revisions has not been addressed in the announced budget. It would have been beneficial to mobile phone subscribers if some of our requests had been taken into consideration. If these tax rates are reduced significantly, our investors will feel more encouraged to invest in this telecom market, which is a good sign from the FDI perspective as well. We are still hopeful that the authorities will make a taxation regime which is conducive to providing quality digital services to customers at affordable prices."
Hossain Sadat, Director and Head of Public & Regulatory Affairs, Grameenphone said, “The telecom sector has been declared as an emergency sector during COVID-19 and contributing significantly in terms of connecting people to what matters most. Besides, we are being considered as an important vehicle to speed up the digitization journey. We are continuously expanding our footprint and connecting the unconnected citizen. We believe, rationalizing the taxation systems will accelerate the digital journey as well as will help us to contribute more towards the national exchequer.”
Shahed Alam, Chief Corporate and Regulatory Officer, Robi said, “Despite making our demands based on thorough analysis, we, as an industry, are continuing to get deprived from the budget every year. In this backdrop, we would urge the Government to undertake a comprehensive study on the taxation structure for the industry, so that we can have a healthy dialogue and arrive at decisions that will truly unlock the Digital potential of the country.”
মোবাইল সেবায় এসডি পুনর্বিবেচনা এবং টেলিকম কর নীতি সংস্কার করার আহবান
একটা সময় ছিল যখন টেলিকম সেবা ছিল মূলত ভয়েস নির্ভর স্বাভাবিকভাবেই তার অবদান অর্থনীতিতে ছিল অনেক কম। সেটা মোবাইলের প্রথম জেনারেশন বা প্রজন্ম হিসাবে পরিচিত। কিন্তু এখন ২০২০ সাল, দ্রুত এগিয়ে যাওয়ার সময়। আমাদের টেলিকম শিল্প চলমান করোনা ভাইরাস মহামারী কালে ঘরে বসে থাকা লক্ষ লক্ষ মানুষের অবলম্বনে পরিণত হয়েছে।
এই বিপুল সংখ্যক মানুষ তাদের সামাজিক ক্রিয়াকর্ম, বাজার-সদাই, বিনোদন, ব্যবসা পরিচালনা ইত্যাদি ঘরে থেকেই করতে পারছেন। মোবাইল শিল্প অর্থনীতির রূপান্তরকে ত্বরান্বিত করার পাশাপাশি তা করোনা ভাইরাসকে রূখতেও সহায়তা করছে। দেশের সামগ্রিক অর্থনীতিতে মোবাইল টেলিকম শিল্পের অবদান এত বিস্তৃত যে তা শুধু অর্থের মানদণ্ডে পরিমাপ করা সম্ভব না।
এর পটভূমিতে এমটব মোবাইল টেলিযোগাযোগ খাতের প্রস্তাবিত বাজেটের প্রভাব সম্পর্কে আজ একটি অনলাইন প্রেস ব্রিফিংয়ের ব্যবস্থা করে। এমটব সেক্রেটারি জেনারেল ব্রিগেডিয়ার জেনারেল এস এম ফরহাদ (অবঃ) ও মোবাইল অপারেটরদের উচ্চপদস্থ কর্মকর্তাদের মধ্যে এ সময় উপস্থিত ছিলেন বাংলালিংকের চিফ কর্পোরেট অ্যান্ড রেগুলেটরি অফিসার তাইমুর রহমান, রবি আজিয়াটার চিফ কর্পোরেট অ্যান্ড রেগুলেটরি অফিসার সাহেদ আলম, গ্রামীণফোনের হেড অব পাবলিক অ্যান্ড রেগুলেটরি অ্যাফেয়ার্স হোসেন সাদাত।
এমটব সভাপতি মাহতাব উদ্দিন আহমেদ বলেন, “২০২০-২১ এর প্রস্তাবিত বাজেটে টেলিযোগাযোগ খাত আরো একবার ডিজিটাল বাংলাদেশের দৃষ্টিভঙ্গি থেকে দূরে সরে গেছে-- এটা আমাদের ব্যাথিত করেছে। যখন আমরা দেশের ডিজিটাল বিভাজন বন্ধ করার প্রাণান্ত চেষ্টা করছি, ঠিক সে সময়ে সম্পূরক শুল্ক আবারও বাড়িয়ে দেওয়া হলো। এটা সীমিত আয়ের লোকজনকে মোবাইল সেবা প্রাপ্তি থেকে আরো দূরে সরিয়ে নেবে যে ডিজিটাল বাংলাদেশের গৌরবময় দর্শনের সঙ্গে সাঙ্ঘরসিক।
শুধু তাই না, প্রস্তাবিত বাজেটে কর ব্যবস্থায় দীর্ঘ দিন ধরে চলে আসা সমস্যা সমাধান করার কোন চেষ্টা করা হয়নি। উদাহরণস্বরূপ, ৪৫% (অ-তালিকাভুক্ত অপারেটরদের জন্য) কর্পোরেট ট্যাক্স বিশ্বের সর্বোচ্চ, ২% ন্যূনতম টার্নওভার ট্যাক্স লাভের মুখ দেখতে না পারা অপারেটরদের আর্থিকভাবে পঙ্গু করে দিচ্ছে। এছাড়াও, আপিল করার আগেই বিতর্কিত ভ্যাট দাবির ৫০% অগ্রিম অর্থ প্রদানের বিধান বিচার প্রাপ্তির মূলনীতির লঙ্ঘন যা বিদেশী বিনিয়োগকারীদের কাছে খুব নেতিবাচক বার্তা প্রেরণ করে,” বলেন তিনি।
টেলিকম খাতের অর্থনৈতিক অবদানের দিকে দৃষ্টি আকর্ষণ করে মাহতাব বলেন, “বর্তমানে শিল্পটি দেশের জিডিপিতে ৭% অবদান রাখছে যা সহজেই দুই অংকের ঘরে (ডাবল ডিজিট) নেওয়া সম্ভব হবে যদি এই শিল্পের যথাযথ সদ্ব্যবহার করা যায়। গ্রাহক এবং আমাদের শেয়ারহোল্ডারদের উপর চাপ না দিয়েও সরকারের পক্ষে এই খাত থেকে আরো বেশি রাজস্ব আহরণ করা সম্ভব। আমরা এর উপায় বের করার জন্য সরকারের সঙ্গে একই সঙ্গে কাজ করতে আগ্রহী।
এমটব মহাসচিব ব্রিগেডিয়ার জেনারেল এস এম ফরহাদ (অবঃ) বলেন, “দেশের অর্থনীতিতে মোবাইল টেলিযোগাযোগ খাতের উল্লেখযোগ্য অবদান থাকা সত্ত্বেও সরকার নিয়মিতভাবে আরও বেশি বেশি করে কর আরোপের মাধ্যমে এই খাতকে দুর্বল করে তুলছে। এই নতুন করে কর বৃদ্ধি দরিদ্র মানুষের ওপরে অসহনীয় বোঝা হয়ে পড়বে এবং ডিজিটাল বাংলাদেশ দৃষ্টিভঙ্গির জন্য নেতিবাচক। যা করোনা ভাইরাস সঙ্কটের কারণে আরো ত্বরান্বিত হবে। মোবাইল শিল্প খাতটি আরও ক্ষতিগ্রস্থ হবে ও দুর্বল হবে।
তিনি আরও বলেন, “অতিরিক্ত করের বোঝা শেষ পর্যন্ত ব্যবহারকারীদের উপরেই পড়ে। মোবাইল শিল্পে বাংলাদেশে কর বিশ্বের শীর্ষে কিন্তু ব্যবহারকারীদের জন্য মোবাইল এবং ইন্টারনেটের দাম সর্বনিম্ন। তাই এখানে বিনিয়োগের তুলনায় অপারেটরদের আয় তুলনামূলকভাবে কম। টেলিযোগাযোগকে জরুরি সেবা হিসাবে ঘোষণা করা হয়েছে তাই এই অবস্থা এই খাতের জন্য কোনভাবেই স্বাস্থ্যকর হতে পারে না।
এমটব সরকারকে নিম্নলিখিত বিষয়গুলো পুনর্বিবেচনা করার জন্য অনুরোধ করেছে:
১. মোবাইল সেবায় অতিরিক্ত এসডি: মোবাইল সেবার উপর অতিরিক্ত ৫% এসডি আরোপ কেবল গ্রাহকদের ব্যয়ই বাড়িয়ে তুলবে না বরং সরকারের ডিজিটাল বাংলাদেশ রূপকল্পে সকলের জন্য সাশ্রয়ী মূল্যে ডিজিটাল সেবা দানের স্ববিরোধী।
২. ভ্যাট আপিলের আগে ৫০% প্রদান: বাজেটে ন্যায়বিচারের লক্ষ্যে আপিল প্রক্রিয়া করার আগেই দাবি করা অর্থের ৫০% দেওয়ার প্রস্তাব করা হয়েছে। ভ্যাট কর্তৃপক্ষ বেশিরভাগ সময় নির্বিচারে বিভিন্ন সংস্থার বিরুদ্ধে মামলা করে যার জন্য তাদের আপিল প্রক্রিয়ায় যেতে হয়। বর্তমান পরিস্থিতিতে হাই কোর্টের রায় পেতে এমন কী দশকেরও বেশি সময় লেগে যায়। এ অবস্থা যে কোন প্রতিষ্ঠানের পক্ষে ব্যবসা চালাতে আর্থিকভাবে অক্ষম করে তুলতে পারে। আবার বিধিতে এমন কোনও ধারা নেই যে বিচার বিভাগীয় প্রক্রিয়া শেষে সংস্থা তার পক্ষে রায় পেলে সরকার সুদসহ অর্থ ফেরত দেবে।
৩. ন্যূনতম করের হার: খাত সংলিস্ট করারোপের ক্ষেত্রে যথাযথ যুক্তির অভাব রয়েছে। মোবাইল যোগাযোগ দেশের আর্থ-সামাজিক উন্নয়নে অবদান রাখে। অথচ সমাজে নেতিবাচক প্রভাব রাখে এমন প্রতিষ্ঠানের তুলনায় মোবাইল অপারেটরদের ক্ষেত্রে ন্যূনতম করের হার দ্বিগুণ। তা ছাড়া মুনাফা অর্জনের জন্য লড়াই করছে এমন ধরনের কোম্পনির জন্য এই কর প্রতিযোগিতার শক্তি হ্রাস করে, ব্যবসা সম্প্রসারণে বাধা সৃষ্টি করে এবং বৈদেশিক বিনিয়োগে নেতিবাচক প্রভাব ফেলে।
৪. কর্পোরেট করের হার অপরিবর্তিত রয়েছে: তালিকাভুক্ত মোবাইল অপারেটরের জন্য কর্পোরেট আয়কর হার ৪০% এবং অ-তালিকাভুক্ত অপারেটরগুলির জন্য তাদের লাভের ৪৫% কর বিদ্যমান। অতালিকাভূক্ত মোবাইল অপারেটরের এই হার দেশের অন্যান্য যে কোনা খাতের চেয়ে বেশি এবং সিগারেট কোম্পানির সঙ্গে তুলনীয়। তদুপরি, এই বাজেটে, সরকার কিছু কিছু অ-তালিকাভুক্ত কোম্পানির করপোরেট করের হার কমালেও মোবাইল অপারেটরদের জন্য কোনও পরিবর্তন আনা হয়নি।
Call for revision of SD in mobile services and reform of telecom tax policy
There was a time when all the telecom sector used to provide was voice service- naturally this meant it hardly had any impact in stimulating the economy. Such an era is known as the primitive 1G era for the industry. Now, fast forward to 2020, we have a telecom industry that is providing lifeline to millions and millions of people who are staying home during the ongoing pandemic.
This vast number of people are socializing, shopping, enjoying entertainment, running their businesses, working from home without having leaving their homes. Besides, accelerating transformation of the economy, this is helping to contain the spread of the coronavirus in the society. We may never be able to fully quantify this contribution of the telecom industry to the overall economy.
In this backdrop, AMTOB arranged an online press briefing today on the Impact of the proposed budget on the Mobile Telecom Sector. AMTOB Secretary General Brig Gen S M Farhad (Retd.) along with the high officials of the mobile operators were present at the session including , Taimur Rahman, Chief Corporate and Regulatory Affairs Officer, Banglalink, Shahed Alam, Chief Corporate and Regulatory Officer, Robi Axiata, Hossain Sadat, Head of Public and Regulatory Affairs, Grameenphone.
AMTOB President Mahtab Uddin Ahmed said: “We are very sad to see that the telecom taxation has once again moved further away from the spirit of Digital Bangladesh vision in the proposed Budget for 2020-21 . When we are frantically trying to close the digital divide, we see SD being raised yet again taking access to mobile connectivity beyond the reach of the people with limited purchasing power. This very much flies in the face of the glorious vision of Digital Bangladesh.”
“Besides, the proposed Budget doesn’t even attempt to address the long standing issues we have with the investment climate engineered by the taxation regime. For example, on top of the corporate tax of 45% (for non-listed operators)- which is the highest in the world, 2% minimum turnover tax is crippling the financial health of the struggling operators, especially. In addition, the requirement to make 50% upfront payment on disputed VAT amount even before we could make an appeal violates the basic principles of justice and sends a very negative message to our foreign investors”, he added.
Drawing attention to the economic contribution of the telecom sector, Mahtab said: “The industry currently contributes 7% of the GDP which could easily hit double digital figure provided we fully appreciate the impact this industry can have on the economy. We can always explore innovative ways to increase revenue contribution from this industry to the Government exchequer without burdening the customers, and our shareholders; we are happy to collaborate with the Government to strike that winning formula.”
Brig Gen S M Farhad (Retd.) said, “Despite the significant contribution of the mobile telecom sector to the country's economy, the government is weakening the sector by imposing more and more taxes on a regular basis. It would be an unbearable burden on poor people and detrimental to Digital Bangladesh vision which is supposed to be accelerated due to COVID-19 crisis. The mobile industry sector will be further damaged and weakened.
He also said, “The excessive tax burden ultimately falls on its users. In Bangladesh, taxes are much higher, among the top in the world but mobile and Internet price for the users is lowest; meaning the income of operators is relatively low in contrast to investment. It can't be healthy for this sector in any way since telecom is now declared as emergency service."
AMTOB pleads the Government to reconsider the following points for the sake of realizing Digital Bangladesh:
There has been an ongoing survey conducted by Bangladesh Telecommunication Regulatory Commission BTRC to measure and examine the level of radiation emitted by mobile phone towers didn’t find anything harmful for human health risks and the environment, says Md. Aminul Hasan, BTRC Commissioner.
He said the standard permissible amount of radiation exposure from mobile network tower is below the level of international standards and BTRC guidelines. So, there is no reason to get scared.
Md. Aminul Hasan made remarks during a discussion meeting on ‘Tower radiation measurement and recent survey’ at a hotel in the capital today (Monday). Dr. Satya Prasad Majumder, Professor, Department of Electrical and Electronic Engineering (EEE), Bangladesh University of Engineering & Technology (BUET), Brig. Gen Md Shahidul Alam, Director General, Spectrum division, BTRC, Dr. Shamsuzzoha, Deputy Director, Engineering & Operations Division, BTRC, S. M. Nazmul Hasan, Director, Marketing, Huawei Technologies (Bangladesh) participated in the discussion. With the initiative of BTRC and organized by AMTOB, the programme was conducted by Brig Gen SM farhad (retd.), Secretary General, Association of Mobile Telecom Operators of Bangladesh (AMTOB). The high officials of the mobile industry also present at the discussion.
BTRC Commissioner said, "We have already conducted the mobile tower radiation survey and examined its effect in many places of the country and the survey will continue in future. You all know that the radiation that emits from tower has been found to be very satisfactory, which we regularly publish on the BTRC website. If you want to get better services in the future, there is no option to set up more mobile sites.”
There is a lot of ‘rumor’ about tower radiation which is completely baseless. We have already confirmed to the government, private companies or building owners about not to be afraid, he said.
"The High Court instructed us to submit a report on this issue. We will submit the report to the court soon,” said BTRC Commissioner.
Presenting the keynote paper at the discussion, Dr. Shamsuzzoha, Deputy Director, Engineering & Operations Division of BTRC said, "Radiation is of two types - Ionizing and non-Ionizing. Ionizing radiation is harmful to health, including nuclear waste, ultraviolet rays of the sun, gamma-rays or x-rays. They are capable of modifying DNA levels in the body.
On the other hand, mobile radiation is non-Ionizing. Its strength is very low, so it has no health risks. There are national and international specific standards regarding the EMF radiation of appliances used in mobile towers, and we have found that radiation of mobile towers in the country is below the minimum prescribed limit.
“We have conducted surveys in many areas of Dhaka, Chittagong, Khulna, Sundarbans, Feni, Rajshahi, Sylhet, Rangpur, Jamalpur, etc. and so far there has not been much radiation more than the standard limits.”
"If there would have been sufficient numbers of well-planned towers, it will scatter the radiation of low energy which is much safer." We hope that the public confusion over this tower radiation will be removed. I saw bird nests on several towers while surveying. These birds have been there and started breeding for a long time. Many gardens have been there on the roof and are producing good vegetables. ”
Dr. Satya Prasad Majumder, Professor of (BUET) said “The BTRC is conducting a survey on mobile tower radiation across the country and it is found below the international standards, which is very satisfying. The rumor which is already created regarding the tower needs to be overcome. Because we have to move forward with technology. There is nothing to fear about it.”
He called on the BTRC to continue the survey and take appropriate steps to eliminate public misperception. Its misconception will remove if continuous surveying and publishing will be conducted.
Brig Gen SM Farhad (Retd), said, “We will need more sites when 5G will come. So, there is no reason to halt technology just by being scared then we will fall far behind. "
"It is very frustrating to spread the rumor that there is a harm to human health via radiation exposure from mobile phone set and mobile network tower which is not true at all. Some people feel that their health is at risk due to the rooftop towers and some are asking for removing the tower. We assure them that the radiation of the mobile tower does not do any harm. Mobile operators of Bangladesh use the same technology used in mobiles all over the world,” he said.

Dhaka: January 29, 2020: The apex trade body for the country’s digital industry, Association of Mobile Telecom Operators of Bangladesh (AMTOB) has elected Robi’s Managing Director and CEO, Mahtab Uddin Ahmed as its new President. Mahtab replaces Grameenphone’s outgoing CEO Michael Foley.
The association also elected Banglalink’s CEO, Erik Aas, and Grameenphone’s CEO, Yasir Azman as the new Sr. Vice-President and Vice-President respectively. The election was held at the Annual General Meeting of the association yesterday (Tuesday) at a city hotel.
Assuming the new role, Mahtab said, “It is an honour and privilege for me to lead an industry that is the key enabler for the implementation of Digital Bangladesh vision. I am particularly excited to note that we are going to complete the noble mission of transforming the country into a full-fledged Digital Bangladesh by 2021. Post-2021, AMTOB will have to take the lead in creating the infrastructure and ecosystem to further advance Digital Bangladesh. The industry has indeed come a long way; having connected the country, we are now in the process of laying the foundation of digital society and digital economy in order to pave the way for our passage into the era of the fourth industrial revolution."
He added, "As the President of AMTOB, I look forward to engaging with the Government, the civil society, the media and most importantly the people of the country to make sure the country’s digital journey ahead is in tune with the spirit of this great nation of ours.”
Erik Aas said, “I feel really glad to take the role of AMTOB’s Sr. Vice-President for this term. Bangladesh is a country of immense possibilities and the telecom industry is doing its best to transform it into a digitalized society, despite the pile of tax and regulatory challenges. The Association of Mobile Telecommunication Operators of Bangladesh (AMTOB) at a post-budget press meet called upon the government to reconsider the budget proposal on the telecom sector, because it runs counter to the Digital Bangladesh vision.
The notable changes in the 2019 tax proposals, defined in the budget, are a) supplementary duty on services provided through mobile phone SIM/RIM card raised from 5 percent to 10 percent; b) SIM tax raised from BDT 100 to BDT 200; c) 15% tax on retained earnings for listed companies; d) minimum tax for mobile companies raised from 0.75 percent to 2 percent of turnover; and e) import duty on smartphones increased from 10 percent to 25 percent.
It was observed that the new tax policy would burden existing and new customers with additional costs. Earlier, the industry had proposed to the National Board of Revenue (NBR) for the elimination of the existing 5 percent SD on mobile services and SIM Tax. Further, the NBR was also requested to reduce the minimum corporate tax for non-profitable operators, and slash the corporate tax for listed and non-listed companies by 5 percent. AMTOB had also requested the NBR to reduce the appeal charge on any financial disputes from the current 30 percent to 10 percent.
In this backdrop, imposition of minimum tax of 0.75 percent on turnover meant that three investors were forced to pay 0.75 percent of their revenue, even though they were making a loss.
It is unfortunate that the proposal was to raise this unjust tax to 2 percent of turnover. It is widely acknowledged that the country stands at the junction of the complete implementation of the Digital Bangladesh vision thanks to the massive investment from the telecom operators. The rise in minimum tax promises to make 4G expansion and the required investment for upcoming 5G in Bangladesh uncertain.
Furthermore, imposition of 15% Tax on retained earnings has wide implications on publically listed MNCs and local conglomerates. The new tax will compel companies to pay out higher dividends to keep their reserves at minimum, thus reducing funds for future investment. Tax on
retained earnings is double taxation, as listed companies already pay up to 42.5% corporate tax and the new law would be an additional 15% tax on its year end reserves.
AMTOB asserted that rather than supporting this vital industry further, the Government has decided to add to the back-breaking tax structure. “We are utterly disappointed to note that the proposed national budget has undermined the significant contribution made by the telecom industry in implementing the vision of Digital Bangladesh. Telecom industry contributes more than 6.2 percent in the gross domestic product (GDP) but there is no reflection of this fact in the proposed budget. It is widely recognized that the sector in Bangladesh is loaded with the highest tax burden in the world,” said AMTOB Secretary General, Brig Gen S M Farhad (Retd.).
The AMTOB official stressed that the proposal to raise supplementary duty from 5 percent to 10 percent has only added to the burden of all the aspiring citizens of Digital Bangladesh. Furthermore, the raising of the SIM tax from BDT 100 to BDT 200 would double the burden on new connections and SIM replacement. He added that “the industry is in the process of connecting the underprivileged segment of the society to Digital Bangladesh, in this context, slapping on this additional supplementary duty and doubling of the SIM tax will only stall the progress in attaining the Sustainable Development Goals.”
AMTOB expressed its sincere hopes that the Government would reconsider the budget proposal in favour of the industry. The industry is at the cusp of the 4th industrial revolution and will require massive investment going forward. The mobile sector is among the top contributors to the national exchequer and Foreign Direct Investment and the government should reconsider in order to infuse fresh thinking on taxation and ensure that the energy, vitality and the agility of the telecom sector can be fully utilized.

২০১৯-২০২০ অর্থবছরের কর প্রস্তাবে উল্লেখযোগ্য পরিবর্তনগুলোর মাঝে রয়েছে: ক) মোবাইল ফোনে সিম ও রিম কার্ডের উপর আরোপিত সম্পূরক শুল্কহার ৫ শতাংশ থেকে বাড়িয়ে ১০ শতাংশে উন্নীতকরণ; খ) সিম কার্ডের উপর আরোপিত শুল্ক ১০০ টাকা থেকে বাড়িয়ে ২০০ টাকা করা; গ) পুঁজিবাজারে নিবন্ধিত কোম্পানিগুলোর রিটেইনড আর্নিং বা আয়ের সঞ্চিতির উপর ১৫ শতাংশ হারে শুল্ক আরোপ; ঘ) মোবাইল কোম্পানির আয়ের উপর সর্বনিম্ন শুল্ক ০.৭৫ শতাংশ থেকে বাড়িয়ে ২ শতাংশ করা; ঙ) স্মার্টফোন আমদানিতে আমদানি শুল্ক ১০ শতাংশ থেকে বাড়িয়ে ২৫ শতাংশ করা।
প্রস্তাবিত নতুন শুল্ক নীতিমালা বর্তমান ও নতুন গ্রাহকদের ওপর নতুন করে অতিরিক্ত খরচের বোঝা বাড়াবে। বাজেট ঘোষণার পূর্বে এই খাত থেকে কিছু সুনির্দিষ্ট প্রস্তাব ছিলো জাতীয় রাজস্ব বোর্ডের প্রতি, যেমন সিম ট্যাক্স ও মোবাইল সেবার ওপর আরোপিত ৫ শতাংশ সম্পূরক শুল্ক বাতিল করা। এছাড়াও, অমুনাফাভোগী অপারেটরদের বেলায় নূন্যতম করপোরেট শুল্কহার কমিয়ে আনা এবং পুঁজিবাজারে নিবন্ধিত বা অনিবন্ধিত কোম্পানিগুলোর ক্ষেত্রে কর হার ৫ শতাংশ হারে কমিয়ে আনা। এছাড়াও, আর্থিক বিরোধ নিস্পত্তির ক্ষেত্রে আবেদন ফি ৩০ শতাংশ থেকে ১০ শতাংশে নামিয়ে আনার বিষয়েও এনবিআর এর কাছে প্রস্তাব রাখে এমটব।
বর্তমান পটভূমিতে তিনটি প্রতিষ্ঠানের বিনিয়োগকারীকে মুনাফা না করলেও মোট আয়ের ওপর নূন্যতম কর ০.৭৫ শতাংশ হারে বাধ্যতামূলকভাবে কর প্রদান করতে হতো। এটা দুর্ভাগ্যজনক হলেও সত্যি মোট আয়ের ওপর নূন্যতম কর ২ শতাংশ করার বাজেট প্রস্তাব করা হয়েছে।
ডিজিটাল বাংলাদেশ গঠনের অগ্রযাত্রায় টেলিযোগাযোগখাতে বিপুল বিনিয়োগ এর ভূমিকা অগ্রাহ্য। বর্তমানে টেলিযোগাযোগখাত ডিজিটাল বাংলাদেশ পুরোপুরিভাবে বাস্তবায়নের সন্ধিক্ষণে দাঁড়িয়ে। এ অবস্থায় অবিবেচনাপ্রসূত হারে কর হার বৃদ্ধি ও নতুন করে সম্পূরক শুল্ক আরোপ ফোর-জি নেটওয়ার্ক সম্প্রসারণ ও ফাইভ-জি নেটওয়ার্ক স্থাপনের পুরো প্রক্রিয়াটিকেই হুমকির মুখে ফেলবে।
এছাড়াও, আয়ের সঞ্চিতির উপর আরোপিত ১৫ শতাংশ হারে করারোপ করায় তা পুঁজিবাজারে নিবন্ধিত বহুজাতিক প্রতিষ্ঠান ও স্থানীয় কর্পোরেট ব্যবসা প্রতিষ্ঠান সমূহের উপর নেতিবাচক প্রভাব ফেলবে। নতুন করে আরোপিত এই করের বোঝা কমিয়ে আনতে প্রতিষ্ঠানগুলো নূন্যতম রিজার্ভে অতিরিক্তি লভ্যাংশ প্রদানে বাধ্য করবে। যা ভবিষ্যত বিনিয়োগ কমিয়ে আনবে। আয়ের সঞ্চিতির উপর করারোপ মূলত প্রতিষ্ঠানগুলোর ওপর দ্বৈত করারোপ করবে। যেহেতু,
ইতোমধ্যেই নিবন্ধিত প্রতিষ্ঠানগুলো ৪২.৫ শতাংশ হারে কর্পোরেট কর দিয়ে আসছে, নতুন করে আরোপিত করের ফলে প্রতিষ্ঠানসমূহকে অতিরিক্ত ১৫ শতাংশ কর প্রদান করতে হবে।
সরকার দেশের অর্থনীতি ও ডিজিটাল বাংলাদেশের অবকাঠামোর মেরুদণ্ড হিসেবে বিবেচিত টেলিযোগাযোগখাতকে সহায়তা করার স্থলে বরং প্রস্তাবিত কর ও শুল্ক কাঠামো আরোপের মাধ্যমে এই খাতটিকেই পঙ্গু করে দেবে বলে মনে করে এমটব। এ বিষয়ে এমটব মহাসচিব ব্রিগেডিয়ার জেনারেল এস এম ফরহাদ (অব.) বলেন, ‘ডিজিটাল বাংলাদেশ গঠনের রূপকল্প বাস্তবায়নে টেলিযোগাযোগ খাতের যা অবদান তা প্রস্তাবিত বাজেটে পুরোপুরিভাবে উপেক্ষিত হওয়ায় আমরা খুবই আশাহত। বাংলাদেশের মোট দেশজ উৎপাদনে (জিডিপি) টেলিযোগাযোগখাতের অবদান ৬.২ শতাংশের অধিক হলেও এ বিষয়টি সম্পূর্ণ রূপে এড়িয়ে যাওয়া হয়েছে প্রস্তাবিত বাজেটে। বর্তমানে টেলিযোগাযোগখাতে পুরো বিশ্বের মাঝে বাংলাদেশে সর্বোচ্চ কর-ভারের বিষয়টি এখন সর্বজনবিদিত।“
এমটবের মহাসচিবের মতে, মোবাইল সেবাখাতে ৫ শতাংশ থেকে ১০ শতাংশ সম্পূরক শুল্ক আরোপের ফলে তা ডিজিটাল বাংলাদেশ গঠনে জনগণের স্বতঃস্ফূর্ত অংশগ্রহণকেই বাধাগ্রস্ত করবে। এছাড়াও, নতুন সিম কার্ড ও প্রতিস্থাপনের উপর আরোপিত শুল্ক ১০০ টাকা থেকে ২০০ টাকা বৃদ্ধি করায় নতুন গ্রাহকদের খরচের বোঝা দ্বিগুণ হারে বৃদ্ধি করবে।
এমটব মহাসচিব আরো বলেন “এই খাতটি দেশের প্রান্তিক জনগোষ্ঠীকে ডিজিটাল বাংলাদেশের অংশ করে গড়ে তুলতে কাজ করে যাচ্ছে। এ প্রেক্ষিতে, প্রস্তাবিত বাজেটে সিম কার্ডের উপর আরোপিত শুল্ক দ্বিগুণ করা ও অতিরিক্ত সম্পূরক শুল্ক আরোপ টেকসই উন্নয়ন লক্ষ্যমাত্রা অর্জনের গতিকে বাধাগ্রস্ত করবে।“
দেশের টেলিযোগাযোগ খাতকে এগিয়ে নিয়ে যেতে সরকার প্রস্তাবিত বাজেট পুনর্বিবেচনা করবে বলে আশাবাদী মোবাইল অপারেটরদের সংগঠন এমটব। এই খাতটি চতুর্থ শিল্পবিপ্লব ঘটাতে অগ্রগণ্য ভূমিকা পালন করে চলেছে এবং এই বিপ্লব এগিয়ে নিয়ে যেতে এ খাতে প্রয়োজন বিপুল পরিমাণে বিনিয়োগ। বাংলাদেশের রাজস্ব আয়ে ও বিদেশি বিনিয়োগের ক্ষেত্রে উল্লেখযোগ্য ভূমিকা রেখে চলেছে দেশের টেলিযোগাযোগ খাত। তাই, অ্যামটবের প্রত্যাশা দেশের অর্থনীতিতে এ খাতের অবদান বিবেচনা করে এর ওপর আরোপিত কর ও শুল্ক কাঠামো ঢালাওভাবে পরিবর্তনের মাধ্যমে টেলিযোগাযোগ খাতের সকল সম্ভাবনা কাজে লাগাতে পরিপূরক ভূমিকা পালন করবে সরকার।
Association of Mobile Telecom Operators of Bangladesh (AMTOB) has appointed Brigadier General S M Farhad, SPP, BGBM, ndc, afwc, psc (Retd.) as its new Secretary General, replacing T I M Nurul Kabir.
General Farhad is an accomplished leader, policy developer, planner, organizer and executor in the field of information communication and technology and management. Treasuring 34 years of enriched experience at different capacities with last held position as Director Signals at the Bangladesh Army Headquarters. Previously he also served as a Director at DGFI and Border Guard Bangladesh (BGB) and developed many policies andStandingOperating Procedures; and dealt with issues related to regulatory affairs.
Michael Patrick Foley, President, AMTOB said, “It is my pleasure to announce General Farhad as our new AMTOB office bearer who is an excellent leader, ICT expert, strategist and a veteran former officer in the Bangladesh Army.”
“We are very hopeful that General Farhad will be able to strengthen the bridge between the mobile network operators and its different stakeholders including the government regulatory bodies. General Farhad has won various professional recognitions including prestigious SenaParodorshitaPodok and Border Guard Bangladesh Medal (the highest award of BGB) and played a vital role in ensuring registration of Pre-activated SIM of all mobile network operators back in 2012.
He joined the Bangladesh Army in 1984 and accomplished various military courses and training in Bangladesh and abroad. He also completed three Masters in the field of Strategic Studies, Military Securities Studies, and Defense Studies.

Mahtab Uddin Ahmed, Managing Director and CEO of Robi has been reelected as Vice-President of the association. The association’s board meeting took place on March 28, 2018.

The Executive Council appointed T.I.M. Nurul Kabir as the Secretary-General & CEO of AMTOB. The AGM, where the new Executive Council was elected, was held on September 20, 2015 at AMTOB secretariat in Dhaka's Gulshan area.

AMTOB has been at the forefront in upholding the image of the industry among its stakeholders and consumers. It regularly communicates with policy makers and industry think-tanks on the contribution of the sector for socio-economic development of the country. The Association also plays a key role in enabling the inflow of Foreign Direct Investment (FDI) in the sector.
Mobile telecom industry is one of the largest employers of the country. The sector is also the biggest source of government's tax revenue.
The GSMA and AMTOB (Association of Mobile Telecom Operators of Bangladesh) urged the Bangladesh Government to revise the country's decade old telecom policy in order to accommodate the technological development to spur further growth of the sector.
The call was made at a workshop organized by the GSMA, in cooperation with the AMTOB on “Realizing the potential of mobile in Bangladesh”.
Irene Ng, Asia Regional Head of GSMA commented that ““The mobile industry has already contributed a great deal towards the development of economic and social development in Bangladesh. But, more needs to happen to enable the full potential of mobile to be realized and for digital inclusion to take place in Bangladesh. For a start, reforming the legislative and policy framework in Bangladesh is a key component of what needs to happen. In particular, we look forward to the 1998 National Telecoms Policy to be updated to keep up with changing technology and for mobile enabled solutions in the areas of health, education and financial inclusion to be provided to all so that the vision of ‘Digital Bangladesh' can be truly met”.
Minister for Posts, Telecommunications & Information Technology Abdul Latif Siddique, MP said that the mobile telecommunication sector has emerged as an inevitable sector without which no development and progress could take place.
The minister made the comment while addressing the AMTOB/GSMA workshop as the chief guest: He assured the industry that the government would do everything possible considering the contributions of the sector.
T I M Nurul Kabir, Secretary General of AMTOB said “Mobile Network Operators and international organizations support an effective public private dialogue through formation of a committee with government representatives to engage in a review of the current legislative, policy and regulatory framework governing the operations of mobile network operators and to make recommendations around specific reforms to the framework that may be necessary in order to support the realisation of the Government of Bangladesh's Vision 2021 plan' and the associated ‘Perspective Plan 2010-2021' and any further objective that may be set within the forthcoming ‘Vision 2041'.”
Bangladesh is, in many ways, a country ahead of its time in terms of mobile access. Despite being ranked as a low income country, over 50% of the population subscribes to mobile services and has outpaced all its peers in terms of network coverage. The combination of limited disposable income and more mature mobile usage means the customers of Bangladesh are more discerning. Mobile network operators are looking to innovative Value Added Services (VAS) to remain competitive and respond to the slowing growth in core mobile services. Services that add value to and improve on the livelihoods of the consumer are more likely to support these goals.
The use of mobile in driving socio-economic improvement is on the rise. From its pioneering roots in microfinance 30 years ago, the country now has a relatively solid mobile consumer base, much of which are underserved in core life needs. Mobile operators are demonstrating the potential for social VAS, and while we expect this to continue to grow, it will take time.
There is still an opportunity for public and private investment in providing seed capital for the innovation that is not yet ‘market-led', with a key role for government in facilitating this process.
While it is true that the majority of unconnected individuals reside in rural areas, this is due to the fact that the majority of population are in rural areas.
Bangladesh has a myriad of social challenges, including low literacy rates, child malnutrition, and poor access to electricity and a significant urban-rural divide. However, mobile penetration is higher than would be expected given its low-income status. Subscriber penetration reached 40% at the beginning of 2014 and it is expected to grow to 50% by 2020.

The Association of Mobile Telecom Operators of Bangladesh (AMTOB), the platform of all six cellular operators' in the country, announced Mr. Ziad Shatara, CEO of Banglalink Digital Communications Limited and Mr. Vivek Sood, CEO of Grameenphone Limited as Chairman and Vice-Chairman respectively of the association's Executive Council.
Mr. Shatara is expected to replace outgoing AMTOB Chairman Mr. Chris Tobit, CEO of Airtel Bangladesh Limited.
The election to the AMTOB Executive Council was held on June 12, 2014 at its secretariat at Gulshan in the city.

Mr. Ziad Shatara
Mr. Ziad Shatara joined Banglalink in January 2013 as its Chief Executive Officer. Before joining Banglalink, he was with Wind Telecommunications as its Chief Technology Officer from 2010 until 2012, and its IT director from 2008 until 2010. Prior to joining Wind, Mr. Shatara accumulated regional and international experience exceeding 17 years of proficiency in building, running and expanding operations in telecommunications, cellular business, fixed and broadband networks integration technology. His additional professional expertise correlates to the fields of IT, Customer Service and retail operations. His volume of experience, aptitude and adroit decision-making has culminated into several leading executive positions and board memberships.
Mr. Vivek Sood
Mr. Vivek Sood was appointed as Chief Executive Officer (CEO), effective from January 07, 2013. Before joining Grameenphone he was Executive Vice President and Chief Financial Officer (CFO) of the Indian mobile operator Uninor. As CFO of Uninor, he was responsible for setting performance measures and achieving financial goals. His 22 years of experience also includes executive positions in companies like Tata AIG life Insurance, Hutchison Telecom, Tupperware India and Hindustan Lever Limited (Unilever). He is a Chartered Accountant by profession.
Mobile Network Operators (MNOs) of the country have urged the government to reconsider some of the budget proposals including Tk. 300 SIM tax, imposing Tk.100 SIM replacement tax, and high corporate tax for MNOs in order to continue the uninterrupted growth of the mobile telecommunication sector.
Telecom industry especially mobile phone industry is one of the major drivers of the economy in Bangladesh. Last year mobile industry contributed 3% of GDP growth. It is one of the largest employers, the largest contributors to the Foreign Direct Investment (FDI) as well as the biggest source of government's tax revenue in the country. The sector is also playing crucial role in realizing Government's vision of Digital Bangladesh. The sustainability and growth of this sector are very important for the overall development of the country.
The industry which is now providing lowest call tariff in the world is burdened with heavy tax. Mobile operators are paying about BDT 55 to government for every BDT 100 they earn. Now more taxation is proposed in the budget of 2014-15
It would be very challenging for MNOs to provide service at the current rate if the government does not consider MNOs concerns. This would compel MNOs to raise service charges as they can no longer continue to subsidize SIM tax on behalf of the subscribers.
MNOs have long been reiterating need for elimination of the existing Tk. 300 supplementary duties and VAT on SIM/RUIM cards. Tax on mobile connection is counterproductive as the tax on SIM connection increases the total cost of ownership of a mobile phone and effectively reduces total tax collection by the government exchequer
The proposed BDT 100 tax on SIM replacement is another hurdle placed in the way of the industry's growth. The customers are asked to pay when they are not getting any additional advantage nor does MNO get any commercial benefit. This would only make our cost of service to customers more expensive.
In the proposed budget, corporate tax for non-listed companies have been reduced to 35 percent from 37.5 percent but unfortunately it has been kept unchanged for the MNOs at 40 percent for publicly traded companies and 45 percent for non-listed companies.
This will discourage prospective companies in mobile telecom sector to be listed with the capital market through floating Initial Public Offering (IPO) to boost the country's capital market. It will also dampen the spirit of further foreign direct investment in this sector.
MNOs expressed their dissatisfaction as there was almost no incentive in favor of the mobile telecom sector in the proposed budget despite substantial contribution to the economic development of the country.
In spite of being one of the fastest growing telecom markets in the world, mobile operators have been burdened with industry specific high taxes instead of a more congenial and industry friendly tax policy.
MNOs expect something positive from the current government as mobile is a significant enabler of the government's vision for a Digital Bangladesh. It would have been helpful for the government if it had exempted the SIM tax as the number of mobile users would increase and it could earn greater revenues.
At the same time, the proposed 15 percent VAT on mobile handset imports, on existing 10 percent customs duty, will effectively take the levy imposed on imported devices to 31.5%. With increased price mobile handsets will go out of the reach of the lower income groups in rural areas, which are the main target of the operators at present. This aging against the spirit of Digital Bangladesh and will hamper the growth of mobile penetration I the country. Moreover higher tax on legally imported handsets will only encourage the growth of illegal import of handsets and will result in further loss of tax revenue for the government.
Other demands of MNOs included reduction of VAT on Internet usage and exemption of VAT on Internet data Modem to supplement the government vision of Digital Bangladesh.
In a market where most of the operators are unable to make any profit it will be counterproductive to press this industry to contribute further when not much is being done to foster a sustainable and investment friendly business environment.
Mobile Network Operators (MNOs) of the country have urged the government to devise fiscal measures to accelerate further growth of the mobile telecommunication sector, which will ultimately enable MNOs and other related industries to contribute more to the government exchequer.This was revealed at a press briefing organized by the Association of Mobile Telecom Operators of Bangladesh (AMTOB) at a local hotel.
Despite being one of the fastest growing telecom markets in the world, mobile operators have been burdened with industry specific taxes in the absence of an industry friendly tax policy.
Among the main demands to revitalize the sector was the elimination of the existing supplementary duties and VAT on SIM/RUIM cards. Tax on mobile connection is counterproductive since the cost impedes the pervasion of mobile technology to middle to low income people. The tax on SIM connection increases the total cost of ownership of a mobile phone and actually reduces total tax collection by the government.
At present, corporate tax rate for listed mobile operators company is 40% and for non-listed mobile operators company is 45%. Whereas, corporate tax rate for general listed companies are 27.5% and for non-listed general companies is 37.5%. It is evident that 45% corporate tax on Mobile Industry is the highest amongst the other industries and one of the big impediments in future investment decisions. This does not either encourage going for public listing to boost the capital market of the country.
The association argued for harmonization of customs duty on telecom equipment. Currently the customs authority arbitrarily segregate and re-classifying the integral and essential parts of the telecommunications equipment under various HS Codes, placing an additional tax burden on imports.
Other demands included reduction of corporate tax and elimination of turnover taxes; amortization of license fee, as well as VAT Exemption on Internet Modem and Mobile Financial Services (MFS).
Collectively Bangladesh's mobile telecom sector is the one of the largest employers, the largest contributors to the Foreign Direct Investment (FDI) as well as the biggest sources of government's tax revenue in the country, yet is under pressure to contribute further in the absence of a supportive business environment
DHAKA, February 20, 2014: Association of Mobile Telecom Operators of Bangladesh (AMTOB) and Mobile Network Operators (MNOs) have praised the government decision for providing access to the Election Commission's National ID (NID) database to verify the subscriber's information before activating new mobile phone connections.
The access to National ID (NID) data base would help MNOs to verify the subscriber's information in an efficient way for activating new connections. All concern regarding national security could be substantially eliminated and transparency could be maintained through the new verification process. AMTOB MNOs have been working closely with the BTRC committee of subscribers' registration process.
AMTOB, the single platform of all six mobile phone operators of the country, expressed gratitude to the government, Ministry of Posts, Telecommunications and Information Technology (MOPT & IT) and Bangladesh Telecommunication Regulatory Commission (BTRC) for taking such initiative via which the real identity of the subscribers of the new mobile connections could be determined.
AMTOB believes that the verification process has to be comprehensive and should not deprive genuine subscribers, therefore the process should be made through appropriate consultation with all stakeholders, so that it becomes convenient for the subscribers and mobile telephony can reach to all spheres of life, being a very important infrastructure for the country's GDP growth.
AMTOB hoped that the government would take initiative to provide further access to similar data bases in the future in order to facilitate MNOs to determine genuine subscribers much essential for protecting national security.
DHAKA, January 07, 2014: Chris Tobit, Managing Director and Chief Executive Officer of Airtel Bangladesh Limited has been appointed as the Chairman of AMTOB, Association of Mobile Telecom Operators of Bangladesh. AMTOB is the national trade body representing all six mobile network operators, namely - Airtel, Banglalink, Citycell, Grameenphone, Robi, and Teletalk. Michael Kuehner, CEO of Robi Axiata was the previous chairman of AMTOB before Chris Tobit took over in December, 2013.
Chris Tobit, the newly appointed AMTOB Chairman said "It gives me great pleasure to represent a telecom body that has strategically placed itself in the core of the Telecom Industry in Bangladesh. Dhaka, December 31, 2013:Association of Mobile Telecom Operators of Bangladesh (AMTOB) today honored disabled freedom fighters and members of martyred freedom fighters by handing over 3G enabled mobile handsets through a function organized by Bangladesh Telecommunication Regulatory Commission (BTRC).
Four 3G license acquiring Mobile Network Operators (MNOs) -- Airtel, Banglalink, Grameenphone and Robi Axiata– sponsored a total of 325 mobile handsets with SIM cards.
The 3G enabled handsets were handed over to the disabled freedom fighters and members of martyred freedom fighters through a function at the National Museum Auditorium.
Minister for Posts and Telecommunications (MoPT) Rashed Khan Menon attended the function as the chief guest while Information Minister Hasanul Huq Inu,Minister for Shipping and Liberation War Affairs Shahjahan Khan and MD. AbubakarSiddique, Secretary of MoPT attended the function as special guests.
AMTOB Secretary General T I M Nurul Kabir in his welcome address said MNOs are proud to be a part of honoring national heroes by sponsoring the 3G enabled handsets to the disabled freedom fighters and members of martyred freedom fighters.
BTRC Vice-Chairman Md. Giashuddin Ahmed also spoke on the occasion. The function was presided over by BTRC Chairman Sunil Kanti Bose.
Dhaka, April 16, 2013: Information Minister Hasanul Haq Inu, MP, on Monday underscored the need for bringing reforms in existing telecommunications policy, tax and duty law.
"Because, telecommunication is one of the important sectors for the country's development and progress," the Minister said while addressing a launching ceremony of monthly newsletter and website of the Association of Mobile Telecom Operators of Bangladesh (AMTOB), national trade body representing all mobile telecom operators in the country.
Posts and Telecommunications Minister Advocate Sahara Khatun, MP and Mr. Inu formally inaugurated the AMTOB's monthly newsletter,-"Connexion"- and its website-"www.amtob.org.bd".
The ceremony was addressed among others by the Chairman of the Bangladesh Telecommunication Regulatory Commission (BTRC) Sunil Kanti Bose, ICT Secretary Md. Nazrul Islam Khan, AMTOB Chairman and Robi CEO Michael Kuehner, AMTOB Vice Chairman and Airtel CEO Chris Tobit.
The objective of launching the monthly publication and website were to disseminate mobile telecom industry's activities and related facts and figures to the cross section of the people of the society.
Speaking at the ceremony, the Information Minister also stressed on modernizing the telecom-related laws and policies, especially the SIM tax structure to be 'modernized and industry-friendly'.
The telecom sector is facing some challenges relating to VAT and Taxes which are hindering the growth of the industry.
Welcoming the AMTOB's newsletter and website launching, MoPT Minister Sahara Khatun said that the initiative would accelerate the movement of digitizing the Bangladesh.
The BTRC Chairman said that he planned to make broadband internet services available to more 2.5 million people of the country within the next three years.
Talking about the BTRC's regulatory policy, Mr. Bose said that regulation in Bangladesh's telecom sector is different from that of the other sectors in the country. Acknowledging the contributions of the mobile telecom network operators, he said for every BDT 100 the government earns, BDT 10 is provided by the mobile operators.
Thanking the Information Minister, AMTOB Secretary General T I M Nurul Kabir, said, "The Information Minister has uttered the words and demands of the cell-phone operators. So, we believe that we all together can overcome those issues including tax and duty."
With its immense contributions, the telecommunication sector has now emerged as the change maker of Bangladesh, Kabir added.
Posts and Telecommunications Minister Advocate Shahara Khatun, MP lauded the contributions of Mobile Telecom Operators for the socio-economic development of the country by generating huge direct/indirect employments and payment to the national exchequer.
The Minister was addressing an Installation Ceremony organized in honor of the newly elected Executive Council members of the Association of Mobile Telecom Operators of Bangladesh (AMTOB) 2013 at a local hotel in the city.
Acknowledging the contribution of telecommunications sector as the largest tax payer, the MoPT minister said the mobile industry is one of the few private sectors with foreign direct investment, which heavily contributes to the country's economic development.
Describing various initiatives and successes of her government including launching of 3G technology by Teletalk, she said preparation is at the final stage to float 3G auction for other operators soon.
The government will take all decisions regarding the mobile industry after discussion with the operators to enhance the sector's services; said MoPT Secretary Md. Abubakar Siddique who attended the function as special guest.
"The government is enthusiastic about the cooperation between the two parties regarding decision to get best output from the sector," the Secretary added.
Md. Giashuddin Ahmed, Vice Chairman of Bangladesh Telecommunication Regulatory Commission (BTRC), who attended the function as a special guest assured that all necessary support has been extended to the mobile operators and the commission is firm to continue doing so in the future.
Earlier, MichealKuehner, Chief Executive Officer and Managing Director of Robi, took charge of the association as the new chairman from outgoing chairman Mehboob Chowdhury, CEO of Citycell.
AMTOB Chairman Michael Kuehner said mobile telecommunication sectors have been facing many challenges and the government can help to mitigate those considering the sector's contribution to the national exchequer.
He urged the government to waive SIM (Subscribers Identification Module) tax in order to increase mobile penetration as the poor and marginal population of the country has started to use this technology. He stressed for the need for a pro-industry 3G auction to make it attractive to the Mobile Network Operators (MNOs).
AMTOB Secretary General T I M Nurul Kabir termed the country's telecommunications sector as the "change-maker of Bangladesh".
He mentioned in his presentation that 3 crore 80 lakh people of the country have been using Internet service provided by mobile operators. The sector has invested BDT 50,000 crore till May 2012.
